Chargers in new builds: a garage ready for electric cars

While the building is under construction, we install a sub-panel with load management and run a cable route to every parking space, with a junction box for the charger. Apartment buyers later order a charger with a MID-certified meter at the kit price, without new work across the garage.

Regulations

The planning document sets the minimum number of charging spots

The Law on Planning and Construction was amended in 2023 (Official Gazette of RS 62/2023). Under Art. 31, the building rules in a planning document also include a mandatory minimum number of charging spots for electric vehicles. The exact number is set out in the planning document and the location conditions for your plot.

Under the current rulebook on special types of works (Official Gazette RS 87/2023 and amendments), installing chargers requires a decision approving the works under Art. 145 of the Law on Planning and Construction. At the assessment we tell you exactly what applies to your property; we provide the technical description of the works and the as-built documentation, and the property owner obtains the approval, if one is needed.

In the EU, a rule already requires new residential buildings with more than three parking spaces to have charger cabling run to at least half of the spaces (the 2024 EPBD directive). Serbia has not yet adopted this rule.

Garage preparation

Preparing the garage for chargers during construction

In a 40-space garage, preparation costs about 20.000–30.000 RSD per space. After move-in, the same work is done in a garage that’s already in use and requires a residents’ assembly decision.

01

Cable route and junction box at every space

The cable route runs to every parking space, with a junction box at the space for the connection. The charger is installed from the box later, as a basic installation.

02

Sub-panel with load management

Power is shared among the chargers that are charging at the same time, so the building’s grid connection doesn’t have to be oversized.

03

MID meter with every charger

Every spot with a charger has its own meter. The user pays for the electricity they used, at the price on the bill and with no markup.

04

First-phase chargers

You choose how many chargers to install before handover — for example, 4 for 40 spaces. The remaining spaces stay prepared for buyers.

Buyers and handover

Apartment buyers order a charger when they buy a car

Apartment buyers don’t pay for a charger they don’t need yet. When they buy an electric car, they order a reinforced socket for 39.000 RSD or an 11 kW wallbox for 104.000 RSD, with a MID meter, incl. VAT and installation from the junction box at their space.

A charger-ready garage is a concrete answer for buyers who ask where they’ll charge their car, so you can feature it when selling the apartments.

After the building is handed over to the residents’ association, we handle statements and service for the spots with chargers, so the developer doesn’t have to organize anything around charging. For how this works in an occupied building, see the page on chargers for apartment buildings.

Pricing

Price per prepared space, and chargers at the kit price

Space preparation and shared infrastructure are spread across all the spaces in the garage, and first-phase chargers are at the kit price. The examples assume a distribution board 10–30 m away; all prices include VAT.

Inquiry

Send us the number of parking spaces, the construction stage and the location. We’ll get back to you within 48 hours.

02

Consultation and rough estimate

Based on the garage design, we propose the cable route layout, the sub-panel and the number of first-phase chargers, with an estimated price.

03

On-site assessment

We visit the construction site and align the routes and sub-board with the electrical designer. The assessment costs 2.990 RSD and is credited toward the installation.

04

Quote with exact price and timeline

The quote includes the price per prepared spot and per charger, the timeline and the technical description of the works for your property.

05

Installation and handover

Cable routes, junction boxes, the sub-panel and first-phase chargers are installed during construction, and a licensed company inspects the installation before handover.

Questions

Questions from developers

Does the law require anything of the developer?

The Law on Planning and Construction (Art. 31) requires the planning document to set a mandatory minimum number of charging spots. The exact number is set out in the planning document and the location conditions for your plot.

How many spaces should we prepare?

We suggest all of them: during construction, the cable route and junction box are done alongside other work, while after move-in they require a residents’ assembly decision. The minimum in the location conditions is an obligation, not a target.

Who pays for the chargers — the developer or the buyers?

You decide how to split it. In our examples, the developer pays for preparing all spaces and a few first-phase chargers, and apartment buyers later pay for their own charger at the kit price.

What happens after handover?

The prepared spaces stay ready, and buyers order chargers when they buy a car. For those spots, we handle the service and the electricity statements based on the MID meters.

Do we need a bigger grid connection?

Not necessarily. Load management shares power among the chargers that are charging at the same time, so the connection isn’t sized as if they all charged at full power. We calculate the required power for your project.

When should you bring us into the project?

While the electrical design is being prepared, so the cable route, junction boxes and space in the distribution board are included in it. We can also join later, while the garage is still under construction.
